SWINDERBY PARISH COUNCIL DRAFT MINUTES OF SWINDERBY PARISH COUNCIL PARISH COUNCIL MEETING 

held on 12th January 2026

Held at Swinderby Village Hall

Present: Cllr G Lloyd (Chair), Cllr L Carter Cllrs. J Gagg, , and R Hodgson.

Also in attendance: Cllr P Overton (NKDC), Cllr M Elliot (NKDC) and 1 member of the public. 

Public Forum

 

Peter Overton gave the following information:

- The next full council meeting will be to discuss the budget for the next financial year.

- LCC are looking for cuts which may include cutting the Highways budget.

- Fosse Green Development. The District Council have raised 8 major issues with the application which have been raised with Fosse Green.

- LCC are against the proposal by Fosse Green for ecological, biodiversity, agricultural, wrong use of land, and cumulative reasons. The cumulative effect would lead to further developments if this proposal is agreed. 

- The deadline for comments via the planning site is midnight on 20th January 2026. Link: https://national-infrastructure-consenting.planninginspectorate.gov.uk/projects/EN010154/examination/have-your-say-during-examination

The Planning Officer will accept a further hearing on 9th March 2026.

- The Springwell application is now in the hands of the Secretary of State.

- The application by Fosse Green needs to be with the Secretary of State by May 2026.

 

1. To receive any apologies for absence

Apologies had been received from Cllrs N Marris, A Haig, S Longson and the Clerk.  Apologies accepted.

 

2. To receive any declarations of interest

In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.

None.

 

3. To receive and approve the minutes of the Parish Council meeting 8th December 2025, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 

Following a vote, it was resolved unanimously that the minutes from the Parish Council meeting on 8th December 2025 were an accurate record of the meeting.

 

4. Finance

e. To agree the budget and precept request for 2026/27.

Following a vote it was unanimously resolved to request a precept of £25,275.  This would represent a 5% increase from 2025/26 based on the parish grant modelling spreadsheet that had been provided by NKDC. ACTION: Clerk

f. To consider taking on the finance for the production of the LinkUp.

Following a vote it was unanimously resolved that the Clerk would accept donations into the Parish Council bank account and pay invoices for the LinkUp. ACTION: Clerk

6. To report on maintenance works undertaken and required.

Litter had been picked up around the village by the handyman. Next priorities were to maintain the matting underneath play equipment at Jubilee Park and refurbish benches. This work could only be done when the weather improves. ACTION: Cllr Longson

 

7. To consider road name suggestions for the Moor Lane development.

The planning Dept had the final approval of road names.  It was therefore agreed that the list of seven names Cllr Lloyd had suggested in his email about road names should be put forward to planning so that they could choose suitable ones. ACTION: Cllr Lloyd

 

8. To consider designs for an additional bench, Remembrance figures and permanent signs for the Remembrance crosses.

Following a vote it was resolved to replace the wooden bench from the “village green” with a bench that included a ploughing scene. It was agreed to reposition the wooden bench near the rubbish bin by the Station. The Remembrance figures discussion would be deferred to the next meeting. ACTION: Cllr Longson and Clerk

 

9. To report on costs for installing uplighters and street lighting at the Church.

It was agreed to defer a discussion on this matter until the area in front of the church was redeveloped. It would be easier to decide what might be necessary after any changes to the area.

 

10. To discuss possible ways of developing the Playing Field with community involvement, including thoughts on changing to ‘Swinderby Park’.

Following a discussion it was agreed to consult residents on the future use of the playing field and. as a consequence, any renaming. A possible paddle court was discussed. A decision would be required on the type of area that the field should be developed into, e.g. should it be a nature reserve, play area, wildlife park, or games playing area. The matter would be discussed further at the next meeting.

 

11. To consider priorities for 2026, including the footpath to the station, play equipment and additional green spaces.

It was agreed that the first priority should be the footpath to the Station. One land owner is not adverse, in principle, to selling the Parish council a strip of land to prevent us having to reroute a public footpath. A meeting would be set up with the Chair and a councillor to discuss further. It was felt that the footpath should be surfaced with tarmac or limestone. A second priority was regarding the play equipment. It was agreed to keep the maintenance programme up on the equipment to prolong its life but to also apply for Lottery funding to replace the multi play system. ACTION:  Cllrs Lloyd and Clerk

a. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.  

A question was asked about the poor condition of the electricity transformer that is at the front of the Moor Lane development. Cllr Lloyd would discuss views about this with the developer. As it is neither the Parish Council’s or the developer’s responsibility there were limits on what could be done to improve the appearance.

A question was raised about when the money the Parish Council was giving to the church and school would be made available. Cllr Lloyd stated this would be from the Community funding and would be available when this money was released. The fund was tied to the occupation of a specific number of houses on the site. Cllr Lloyd would check what this number was.
