DRAFT MINUTES OF
SWINDERBY PARISH COUNCIL 
PARISH COUNCIL MEETING 
held on 9th February 2026
Held at Swinderby Village Hall
Present: Cllr G Lloyd (Chair), Cllr L Carter (Vice Chair), Cllrs. J Gagg, S Longson, N Marris, and R Hodgson.

Apologies had been received from Cllr Peter Overton (NKDC) and Cllr A. Woodruff (LCC).
Cllr M Elliot (NKDC) reported on the Local Government Review.
Discussions then moved to the planning application for a storage clamp site facility.
1. To receive any apologies for absence
Apologies had been received from Cllr A Haig.  Apologies accepted.
2. To receive any declarations of interest
In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.
Cllr Marris declared an interest in planning application PL/0099/25 and would not take part in any decision on this item.
3. To receive and approve the minutes of the Parish Council meeting 12th January 2026, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 
Following a vote, it was resolved unanimously that the minutes from the Parish Council meeting on 12th January 2026 were an accurate record of the meeting.

For construction of a satellite feedstock storage clamp site facility including a new access from Wood Lane, digestate lagoon, attenuation pond, landscaping, security fencing and associated infrastructure works

Land off Wood Lane, Swinderby

Concerns were raised about the traffic flow for vehicles safely getting on and off the A46. Secondly, there's a central reservation opening that allows drivers traveling from Swinderby to Newark to join the A46 heading south. Visibility from this spot is poor, especially given the speed of oncoming traffic. Hence, the large number of vehicles needed to transport materials to and from the site could, if not managed properly, create additional safety concerns at these two junctions - Newark Road/A46 and Wood Lane/A46. Other concerns expressed included the overall impact on emissions because of the large number of vehicles needed and distances travelled and possible escape of methane. Finally, will there be an increase on growing maize locally and if so any associated challenges. It was decided to comment on this application based upon the views expressed by councillors.

6. To report on maintenance works undertaken and required.
Litter had been picked up around the village by the handyman. 1 or 2 days would be worked in February to tidy the Village Hall carpark.  The wooden play structures needed further preservative in spring. ACTION: Cllr Longson
The field maples in Jubilee Park were due to be pollarded or crown reduced. 
5 fruit trees had been obtained for Jubilee Park from NKDC.  There may be a further 5 for Station Road.
7. To consider the use of a group email address for emergencies.
The item was being discussed to ensure swift awareness of the use of the defibrillator, However, it was confirmed that multiple guardianships could be set up on ‘The Circuit’ so there was no need for a single group email. ACTION: Cllr Hodgson
8. To consider the possibility of purchasing land for a new footpath to the station.
The landowner had offered to sell a strip of land 230m x 4m at a cost of £17.5k with each party paying their own legal costs.  It was felt that this was narrow (taking the hedging into account) and expensive, It was also acknowledged that there would be substantial additional costs for legal fees, fencing, hedge work and surfacing.  It was agreed to offer £14k for a 230m x 5m strip of land with each party paying their own legal costs. ACTION: Cllr Marris
9. To consider designs for Remembrance figures and permanent signs for the Remembrance cross. 
Councillors were happy with the composite aluminium figures available through the Royal British Veteran’s Enterprise.  The figures were 4’10” tall and cost £325 for a pair. Suitable sitings were discussed and it was agreed that the figures would be best wall mounted.  Cllr Lloyd would speak to the developer about the idea of mounting the figures on the screening for to the transformer at the end of Station Road. ACTION: Cllr Lloyd
 
10. To discuss possible ways of developing the Playing Field with community involvement, including thoughts on changing to ‘Swinderby Park’.
Cllr Carter suggested a consultation at the Swinderby Summer event.
11. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.  
Cllr Lloyd would ask the developer about the time frame for phase 2, the Village Hall carpark and the front of the school.
Cllr Lloyd reported that the Neighbourhood Plan was now with NKDC.
