MINUTES OF SWINDERBY PARISH COUNCIL
PARISH COUNCIL MEETING
Held on 13th April 2026
Held at Swinderby Village Hall
Present: Cllr G Lloyd (Chair), Cllrs. A Haig, S Longson, N Marris, and R Hodgson.
Clerk: S Aikman
Also in attendance: 3 members of the pubic. Apologies had been received from Cllr A Woodruff (LCC) and Cllr P Overton (NKDC).
Public Forum
Reports were given of 3 incidents of anti-social behaviour on Sunday 12th April. Residents had verbally reported these to the police and would send written reports and evidence.
1. To receive any apologies for absence
Apologies had been received from Cllr J Gagg and Cllr L Carter. Apologies accepted.
2. To receive any declarations of interest
In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.
None.
3. To receive and approve the minutes of the Parish Council meeting 9th March 2026, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities.
Following a vote, it was resolved unanimously that the minutes from the Parish Council meeting on 9th March 2026 were an accurate record of the meeting.
It was reported that the S106 for the new development was still with the solicitors. An open day would be held at the development once the road had been tarmaced.
4. Finance
a. To formally note Items of Income
Donations of £70 had been received towards the LinkUp funds. Interest of £67.98 had been received on the savings account.

f. To consider the quote for the lawn mower insurance.
Following a vote it was resolved to renew the mower insurance at a cost of £126.53. ACTION: Clerk.
g. To consider requirements for the internal and external audit.
Following a vote it was resolved to arrange the internal audit at a cost of £100. ACTION: Clerk.

6. To report on maintenance works and litter picking undertaken and required.
The handyman had undertaken 2 days work in February and 2 more in March. The work had focused on clearing the overgrown areas in the Village Hall carpark. A further day was still required in this area before the tarmac work commenced. The handyman would then be asked to stain the village benches. Cllr Lloyd would purchase the stain for the Council. Cllr Marris would talk to the bowls club about access for their mower. ACTION: Cllrs Longson, Lloyd and Marris.
7. To receive an update from the Teams meeting with Kisimul and identify our key points re the centre of the village.
Cllrs Lloyd and Carter had met with 3 members of the Kisimul organisation, who reported that they were looking at 3 stages to working on the traffic problem:
Phase 1 – Relocating some of the parking and phasing arrival of taxis.
Phase 2 – 2 members of staff to manage the traffic, particularly any backing up onto the High Street.
Phase 3 – Trying to reduce the number of taxis.
A discussion was held about the Village green parking, also about a possible land swap,
A further meeting was planned for 8th June 2026.
It was noted that LCC were going to undertake a traffic survey.
8. To consider options for the Annual Play Inspections.
The details of surveys offered and costs involved for 2 companies were discussed. The Clerk would also obtain information from a company used by Collingham PC. Following a vote it was resolved that the Chair and Clerk would agree the most appropriate company based on depth of inspection and book the work for the summer. ACTION: Cllr Lloyd and Clerk.
9. To update on the purchasing a strip of land for a new footpath to the station.
A width of 5 metres had been agreed for the footpath. The landowner had provided a map of the land to be used for obtaining title deeds.
Cllr Marris reported that:
- 2 x 12’ gates would be installed by the farmer at each end for field access.
- Fencing agreed was sheep netting and 2 strips of wire. 3 quotes would be obtained. ACTION: Cllrs Marris
- Soil removed from the pathway in preparation for the footpath surfacing, could be put in the field.
- Hedge, ditch and drainage on the footpath would be the responsibility of the Parish Council.
Cllr Lloyd would contact the solicitors to start the land purchase process. ACTION: Cllr Lloyd.
10. To receive any updates on the resurfacing of the Village Hall carpark.
Cllrs Lloyd and Hodgson had met with the developer, who had suggested sloping the area to the back of the carpark and putting in a soakaway area. The small wall and hedge at the front would be removed. The work would hopefully be undertaken in about 6-weeks. The container would be removed for the duration of the works. The developer would send carpenters, at a later date, to replace fascias and soffits on the Village Hall.
11. To consider the pre-renewal questionnaire for Parish Council insurance due on 1st June 2026.
The Clerk would complete the questionnaire and send to Cllrs Lloyd and Haig for approval. ACTION: Clerk and Cllrs Lloyd and Haig.
12. To consider any updates on Remembrance figures and permanent signs for the Remembrance crosses.
Deferred.
13. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Cllr Longson reported that residents had asked for benches near the play area at Jubilee Park. This would be a future agenda item.
Cllr Lloyd had suggested details for a sign detailing trees on the playing field. The Clerk would send this and the proposed play area sign to Cllr Haig for confirmation of design, size and material. ACTION: Clerk and Cllr Haig
