DRAFT MINUTES OF
SWINDERBY PARISH COUNCIL 
PARISH COUNCIL MEETING 
held on 8th June 2026
Held at Swinderby Village Hall
Present: Cllr G Lloyd (Chair), Cllr L Carter (Vice Chair), Cllrs. A Haig, S Longson, and N Marris.
Clerk: S Aikman 
Also in attendance: Cllr A Woodruff (LCC), Cllr M Elliot (NKDC). and Cllr P Overton (NKDC) and 3 members of the public. 
Public Forum
 
Cllr Elliot reported that the Fosse Green inspector’s report would go to Government by 6th October. Cllr Elliot congratulated the community on a fantastic Swinderby Summer Sunday.
 
Cllr Woodruff reported:
- Planning had been granted for the nearby waste holding site.  The applicant had agreed to no right turns in or out of the site.  The S106 would includer routing and biodiversity.  
No farm vehicles would travel to or from the site as waste would be transported in specialist containers to keep odours to a minimum.
- The request for a 20mph speed limit on High Street would not be approved.  However, a covert assessment was being undertaken and zigzag road markings could be considered near the school.  Information from the assessment would be copied to the Parish Council.  The data will cover speed, amount of public present and quantity of vehicles.
- The Road Safety Partnership may put a post up for an additional speed indicator device on High Street.
- Cllr Woodruff had £3k available for local projects.
- Up to £15k was available for larger projects that benefitted the community.  A committee would decide on the projects meeting criteria, The Parish Council can email details of projects directly to Cllr Woodruff.
 
A resident raised concern about the amount of speeding on the High Street.  Cllr Lloyd would talk to the police once data was received from the assessment.
 
Cllr Carter asked for details of the S106 relating to the waste holding site.  Cllr Overton would check with NKDC.
 
A resident discussed the need for further dialogue with the Light and Life Mission.  Problems with teenagers from the congregation had escalated.  Parking issues had returned and concerns had been raised about access for emergency vehicles.  A discussion was held about the possible use of the Village Hall carpark whenever the hall was not booked.  Long term sustainability for the use of the Church was discussed due to the increased numbers attending.
A letter would be sent from the Parish Council, requesting a point of contact for regular dialogue to address concerns.

Cllrs Gagg and Hodgson had sent their apologies.  Apologies accepted.
2. To receive any declarations of interest
In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.
None
3. To receive and approve the minutes of the Parish Council meeting 8th June 2026, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 
Following a vote, it was resolved unanimously that the minutes from the Parish Council meeting on 8th June 2026 were an accurate record of the meeting.
A National Lottery bid had been submitted to the Community Fund following the June meeting. A bid for £17.5k was submitted for the path to the station, which forms a circular walk and green corridor that increases biodiversity.
4. Finance
a. To formally note Items of Income
£70 LinkUp contribution, £30 donation for plants, interest on savings account £98.28.

5. Planning and Tree works
 
a. Applications Received

6. To arrange a review of the annual play inspection report that is due and plan accordingly.
The play inspection was detailed and showed no high-risk areas.  The Parish Council would continue to monitor.
7. To review Risk Management and the Risk Register.
Risk management to include: Standing Orders reviews, replacement of Clerk, Buildings and Assets, Village Hall committee.
a. To report on maintenance works and litter picking undertaken and required.
Cllr Longson reported that:
- The 2 new picnic tables had been installed with bark chippings under them.  
- Other benches had been re-stained with 2 coats.
- The new bench had been installed near Coronation Cottages with a new concrete platform that had been kindly installed, free of charge, by Bob Mungall. A letter of thanks would be sent.’

- 2 bins need replacing.  The Clerk to check if we can order through NKDC.  If not, then, following a vote, it was agreed that Cllr Longson would order 2 x black bins at a cost of £195.50 + vat each.     ACTION: Clerk and Cllr Longson
- The hedge on Station Road had been cut and clearance work undertaken around the speed indicator devices.  The hedge on Station Road was to be tidied, including areas with nettles and brambles.
- Some newer trees were struggling with the heat.  Cllr Longson would produce a map and Cllr Marris would arrange for them to be watered.  Following a vote, a budget of £400 was agreed for watering the trees over the summer. ACTION: Cllrs Longson and Marris
- work to be completed included re-staining the play equipment and the fence and gate to Jubilee Park. ACTION: Cllr Longson
8. To consider raising the issue of poor parking by the Light and Life Mission users and the need for a letter to remind them of their responsibilities. 
Cllr Lloyd and the Clerk would produce a letter as discussed in the public forum.
9. Traffic management in the village, including:
i)  development of the area around the schools, joint statement to LCC
ii) speeding through the village, what more can be done.
This matter was discussed in the public forum. The use of Op Snap would be considered at the next meeting. ACTION: Clerk
10. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Cllr Carter reported that the school had received over 20 entries for the litter picking poster.  Cllr Haig would judge the competition.  Certificates would be produced for all entries and book vouchers would be given to first, second and third place.
Cllr Haig asked for the consideration of CCTV for the Village Hall carpark to be added to the next agenda.        ACTION: Clerk
Cllr Lloyd reported that some signs needed replacing.  Photos would be sent to the Clerk for a quote to be obtained. ACTION: Cllr Lloyd and Clerk
Cllr Lloyd reported that the layout of the Neighbour Hood Plan still neede sorting and he would obtain quotes for the work.  Once sorted, it needed to go to NKDC planners and then could go to a vote. ACTION: Cllr Lloyd
