DRAFT MINUTES OF

SWINDERBY PARISH COUNCIL 

PARISH COUNCIL MEETING 

held on 8th June 2026

Held at Swinderby Village Hall

 

Present: Cllr G Lloyd (Chair), Cllr L Carter (Vice Chair), Cllrs. A Haig, S Longson, N Marris, and R Hodgson.

Clerk: S Aikman 

Also in attendance: Cllr P Overton (NKDC) and 3 members of the public. Apologies had been received from Cllr A Woodruff (LCC) and Cllr M Elliot (NKDC).

 

Public Forum

A member of the public gave an update on the train station adoption.  Gates were now being locked and passengers should allow at least 5 mins to cross to the platform on the Lincoln side.  Signal guards had received some verbal abuse and this was not acceptable.  Information would be put in the LinkUp and on Facebook. ACTION: Cllrs Haig and Longson

Cllr Peter Overton reported that the footpath to the railway was not being supported by LCC.  A National Lottery bid could be considered for the safe, green walkway.  ACTION: Cllr Lloyd and Clerk

Cllr Overton reported that the Summer Sunday had been a good event and gave a ‘Well done’ to all involved.

Cllr A Woodruff had sent in the following report:

Crisis Resilience Fund 

There is a crisis resilience fund set up for residents struggling with heating oil increases.  It’s an online application; there are criteria to meet but they aim to process within 2 days if eligible residents will receive a £300 pre-paid voucher towards their order of oil.

Fix my street

Please continue to sign post residents to the fixmystreet website.  I receive all updates with my division every day and it remains the absolute fastest and most transparent means to highlight issues within the village. 

Swinderby Summer Sunday

Well done and many thanks to all the organisers, volunteers and local businesses involved.  Great turn out, the weather held and everyone enjoyed themselves.

Cllr fund

I now have a small fund each year to support local charities, community groups within my division.  There is criteria to meet but if you know of any local groups needing support with anything please do get in touch.

3. To receive and approve the minutes of the Annual Parish Council meeting 11th May 2026, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 

Following a vote, it was resolved unanimously that the minutes from the Annual Parish Council meeting on 11th May 2026 were an accurate record of the meeting.

5. Planning and Tree works

6. To receive any feedback from the Swinderby Summer Sunday, held on the 31st May.

The event was very well attended, the weather was good and there were excellent helpers who worked really hard.  The Guide Dogs were very popular, with lots of visitors.  The Falconry was excellent and very engaging.  The traction engine was well received, and it is possible that other items, with suitable health and safety planning, could be brought to future events.  The bouncy castle was popular, as always.  The Barbeque was very good and would be brought onto site for future events.  Teas and coffees were provided by the PTA and well received.  The event was a great success overall.  The cost was £1,400, £750 had been received in donations.  The Parish Council thanked the organisers for all of their hard work.

 

7. To review key documents including: Complaints procedure, Publication Scheme, Data Protection, Risk Register and Risk Management.

The Complaints procedure, Publication Scheme and Data Protection Policy were reviewed and, following a vote, it was unanimously resolved that the existing documents still met the needs of the Parish Council.  The Risk Register and Risk Management would be looked at in detail prior to the next meeting and would be added to the July agenda.

 

8. To consider cost of solicitors for land transfer for the path to the railway station.

Following a vote, solicitors costs of £2950 and £50 disbursements were unanimously agreed.

 

9. To report on maintenance works and litter picking undertaken and required.

2 days litter picking was planned.  The horse and plough bench was being installed by a resident.  Picnic tables had arrived and Cllr Longson was arranging free slabs and organising the base installation.  Planters had all been adopted and were looking good.   The War Memorial garden was also looking good and was being cared for by volunteers.  Station Road / High Street had been strimmed.

The Council should consider further improvements needed while CiL funding was available. 

 

10. To review Clerk’s salary and costs.

The Clerk left the room while discussions were held.

Following a vote it was unanimously resolved to increase the Clerk’s salary by 1 scale point from July 2026.

 

11. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.

Cllr Carter gave an overview of a meeting with Kisimul staff about parking issues.  Kisimul would speak to the contractors regarding concerns over the speed of traffic.  The developer needed to give further information to Kisimul on the area of land being discussed. A letter would be put together by the Parish Council, Kisimul, the School and the Church.  A risk assessment was required.

Cllr Gagg commented on the good works undertaken on Collingham Road.

Cllr Haig reminded the Council that a vehicle needs moving from the Village Hall carpark before works could commence.

It was agreed to move the container on the carpark prior to works commencing.

Removal of the small front wall and white lining on the carpark was discussed.

Cllr Lloyd would ask the developer about the timing of the works on the carpark and the possibility of an open day at the development.   ACTION: Cllr Lloyd

Concerns were raised about overgrown Ivy on a property.  Cllr Gagg would speak to the resident. ACTION: Cllr Gagg

Councillors would speak to residents about overgrown hedging in the first instance.

It was noted that the Bowls Club was looking successful although numbers were quite low.
