Parish Council Meeting


AGENDA 16th January 2023

A Parish Council meeting will be held at Swinderby Village Hall on Monday 16th January 2023 commencing at 7.30 pm.

The business to be dealt with at the meeting is listed on the attached agenda. 

The meeting is open to the public and there will be a 15-minute public forum when members of the public may ask questions or make short statements to the Council in relation to the business on the agenda.

Public Forum

1.   To receive any apologies for absence

2.   To receive any declarations of interest
In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.

3.   To receive and approve: 

The minutes of the Parish Council meeting 12th December 2022, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 

4.   Finance

a)   To formally note items of income

b)   To approve items of expenditure

c)   Bank reconciliation for the year to date to be approved

d)   To review spend against budget

e)   To consider the 2023/24 budget and complete the precept request form.

5.   Planning and Tree works

a)   Applications Received

22/1376/FUL    Erection of 148 dwellings with associated outbuildings/garages and landscaping/open space and affordable housing and including conversion of existing (retained) building to shop and offices   Produce World Ltd, Moor Lane, Swinderby, Lincoln, Lincolnshire, LN6 9LX

b)   To consider any updates on the Moor Lane site

6.   To report on any updates on plans for a composting toilet on the Jubilee Play Area.

7.   To identify any actions required regarding the recently planted trees including on the Play Area and Highways.  

8.   To update on work on trees near Holt Farm Paddock. 

9.   To consider the next steps in developing a Neighbourhood Plan.

10.   To review the terms of Fields in Trust membership.

11.   Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.

12.   Correspondence

To note correspondence received.
