SWINDERBY PARISH COUNCIL

MINUTES OF THE SWINDERBY PARISH COUNCIL MEETING held on 13th March 2023 held at Swinderby Village Hall

Present:  Cllr G Lloyd (Chair), Cllr. L Carter (Vice Chair), Cllrs. R Hodgson, S Longson, G Beales N Marris and J Gagg.

1.   To receive any apologies for absence

None.

2.   To receive any declarations of interest

None.

3.   To receive the minutes of the Parish Council Meeting 13th February 2023 previously circulated to members

Following a vote it was resolved unanimously that the minutes from 13th February 2023 were an accurate record of the meeting.

It was noted that the following actions had been undertaken:

- Cllr Overton had given some trees to Cllr Longson for planting.
- The bench was still to be installed due to unsuitable weather.

ACTION: Cllr Longson 

- There had been a good turnout for the litter pick and the Councillors would like to thank all of the helpers. Rubbish on Green Lane and fly tipping on Newark Road had been reported to NKDC. 
- Cllrs Carter and Marris would measure the Jubilee Park sign.  ACTION: Cllrs Carter and Marris
- Swinderby Trust were not planning an event for the Coronation but were considering a village event on 4th June that may be able to be repeated annually.

c)    To consider any updates on proposed amendments to Planning application 22/1376/FUL Produce World Ltd, Moor Lane, Swinderby.

NKDC had confirmed that the planning application would not be considered at the March meeting of the NKDC planning committee.  Results of the Parish Council consultation had been submitted. No formal objection had been made as new plans, taking into account parishioner’s concerns, were expected to be submitted. 

NKDC had advised the Parish Council to focus on the process.  The Parish Council would therefore look at providing a revised statement once amended plans had been submitted to NKDC.

6.   To review existing Standing Orders and Financial Regulations. 

Standing orders and Financial Regulations were reviewed and updated.  The revised documents would be added to the website.

7.   To consider planting a tree for the Coronation.

A discussion was held about replacing the Chestnut tree that had been planted for the Queen’s Coronation 70 years ago but was now in poor condition.  Following a vote it was resolved to plant an oak tree for the Coronation and to have a sign made celebrating the Queen’s Jubilee and the King’s Coronation.  The Clerk would contact LCC about removing the Chestnut tree and the options for planting an Oak tree.

8.   To consider a quote received for tree name signs.

Following a vote it was resolved to purchase individual name signs for the trees in the orchard at a cost of £11 each. Cllr Longson would fix the signs to stakes.

David Morris had produced a wonderful map of the trees on the playing field.  A sign would be made from the map and sited in the orchard.

9.   To consider actions required for the Parish Council Elections.

The Clerk would send links to the required paperwork to the Councillors.

A notice of the elections for both the district and the parish had been placed on the website and would be placed on the noticeboard.

10.   To report on any updates to the development of the Neighbourhood Plan.

A draft notice had been produced to encourage residents to get involved with the Neighbourhood Plan.  The basis of a draft plan was being produced.  A public meeting would be held in May. Luke Brown, planning consultant would be contacted regarding the minerals plan and the implications.

11.   To consider a contribution towards the liability insurance for the Swinderby Trust.

This matter was deferred until the April meeting.

12.   To report on any updates on plans for a composting toilet on the Jubilee Play Area.

13.   To consider potential sites for a container or shed for Parish Council equipment.

Following a discussion it was agreed that the container would be sited on the Village Hall carpark.  Cllr Marris had obtained quotes and following a vote is was resolved to purchase a 10’ container at a cost of £2,600.

14.   Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.

The Clerk was asked to check if planning permission was needed for the proposed composting toilet on the Jubilee Play Area.

Cllr Carter reported that a meeting had been held with Kisimul School and they were keen to be more involved in the community.  National Autism week had been discussed along with a plan for a topic of ‘Art and Autism.’ An event to be held in the village hall on the 30th March.   The school would produce a display in the phone box twice a year and were keen to be involved in a summer fayre and fund raising.

Cllr Longson reported that the bench on Bulpit Laner had broken slats.  Cllrs Longson and Lloyd would repair the bench.

15 large poppies for lampposts would be ordered as previously agreed.
