SWINDERBY PARISH COUNCIL

MINUTES OF SWINDERBY PARISH COUNCIL MEETING held on 10th July 2023 held at Swinderby Village Hall

Present:  Cllr G Lloyd (Chair), Cllr. L Carter (Vice Chair), Cllrs N Marris and S Longson.

Clerk: S Aikman

Also in attendance:  Cllr Alan Briggs (LCC), Cllr Mitch Elliot (NKDC and Cllr P Overton (NKDC) and 2 members of the public. 

Public Forum

A discussion was held about the Brownfield site planning application that was being considered at Planning Committee the following day.  Cllr Overton was attending the Committee meeting.

Cllr Overton informed the meeting that there was a pre application meeting for the application from Fosse Green for installation of solar photovoltaic (PV) generating panels and on-site Battery Energy Storage System (BESS) and associated infrastructure. The meeting was at 10am on 11th July.  The formal consultation would take place in September or October.

Apologies had been received and were accepted from Cllrs. R Hodgson, G Beales and J Gagg. 

2.   To receive any declarations of interest

In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.

None.

3.   To receive and approve the minutes of the Parish Council meeting 12th June 2023, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 

Following a vote it was resolved unanimously that the minutes from 12th June 2023 were an accurate record of the meeting.

Progress reported on matters discussed:

- The Flagpole was being installed by Cllrs Lloyd and Longson.

- The Clerk had collected the Orchard sign, tree signs and Jubilee Play Area sign.  Cllr Carter would take the Play Area sign to show the children at school before it was installed.

- Cllr Marris had sourced a 20’ container for £3,100 as agreed.  It would be placed on the Village Hall carpark.

- LIVES were providing CPR and defibrillator training for up to 12 people on 17th and 19th July. Cllrs Lloyd and Longson were attending.

Notification of Planning Committee Meeting 11.07.2023

Erection of 132 dwellings with associated outbuildings/garages and landscaping/open space and affordable housing and including conversion of existing (retained) building to shop and offices

Produce World Ltd, Moor Lane, Swinderby

Concern was raised about the lack of commitment to the primary school, or the Church as had been in the outline planning permission.  This matter to be added to a future agenda along with the proposed village green, parking and the pond.  Discussions held regarding biodiversity net gain and the need to meet with the ecologist.  Cllr Lloyd would request a meeting with the developer’s ecologist and write to Kisimul School regarding Bullpit Lane pond. There was a need to look at leisure facilities required and their position along with the developer’s responsibility for accessibility.

The Planning Inspectorate

Application by Fosse Green Energy Limited (the Applicant) for an Order granting Development Consent for Fosse Green Energy (the Proposed Development) Scoping consultation and notification of the Applicant’s contact details and duty to make available information to the Applicant if requested

6.   To report on any updates to the development of the Neighbourhood Plan including feedback from Summer Fete. 

An analysis had been produced of this rewarding exercise.

7.   To receive any updates from the Swinderby Trust.

Cllr Lloyd had been in touch with the solicitors and would ensure that the Council remained updated.

8.   To consider a donation to LIVES

Following a vote it was unanimously resolved to donate £150 to LIVES.  Swinderby Trust may also make a donation.

9.   To consider nominations for the Reg Ketteringham Community Award

Two nominations had been received and agreed to.

10.   Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.

Cllr Longson reported that a bench on the playing field was in need or repair.  Cllrs Lloyd and Longson would undertake the repair.

Cllr Marris would get in contact with the mole contractor.

Cllr Marris would cut the grass on the playing field.  A volunteer had also offered.

Cllr Lloyd reported on the possible benefits of Parish Maps and it was agreed to sign up to this.
