MINUTES OF THE SWINDERBY PARISH COUNCIL MEETING
held on 14 December 2020

Present: Councillors G Lloyd (Chair), Cllr L Carter (Vice Chair), J Gagg, R Hodgson, N Marris, G Beales and S Longson

Cllr Overton reported that :
- Bassingham were looking at cycle routes to Lincoln.
- There were challenges on the need for more building and focussing on climate change.
Cllr Thompson reported that:
- A full remote meeting of the County Council was held Friday 11th December.
Questions included Covid19, Planning changes - CD response was development must be sustainable and not pass issues to future generations. Developers required to put in proper measures for infrastructure and to mitigate flooding. Better quality housing for future homes.
LCC Highways
Unfortunately the A46 Skellingthorpe to Doddington section was closed again on Sunday 13th December, following yet another RTC on the single carriageway section.
Government Funding of £110m has been allocated to allow the Southern/Hykeham section to go ahead and enable the Eastern bypass to be completed.
RD 11/12/20 - This is one of the largest awards for a project of this nature - supported by Midlands Connect - now moving on to detailed assessment, but hopefully on site within 3 to 4 years.
Swinderby - notice of road closure
Newark Road between A46 and Collingham Road closure for patching and resurfacing is scheduled for 28 January to 4 February 2021
NHS free Flu vaccination extended - Information from Health Watch
From 1 December, the free flu vaccination programme is extended to 50–64-year olds and NHS Lincolnshire CCG is reminding people in this group to book in for their vaccination at either their GP practice or their local community pharmacy. Getting a flu vaccination is even more important this year given the Covid-19 pandemic. This year’s flu vaccination programme is the most comprehensive one ever in UK history and the flu vaccine will be offered to 30 million people in England this year. By getting vaccinated people can help the NHS as it continues to respond to the Covid-19 pandemic.

Following a vote it was resolved unanimously that the minutes from 9th November 2020 were an accurate record of the meeting.

- To consider renewal of the Fields in Trust membership
Following a vote it was resolved unanimously to renew membership at a cost of £65.
- To consider the Parish Agreement Scheme – Urban Highway Grass Cutting 2021-22
Following a vote it was resolved unanimously to renew the Parish Agreement for 2021-22.
- To consider actions needed regarding CiL payments received
A CiL payment had been made to the Council in error by NKDC for £828.75. NKDC had asked if we would like to return the funds or have the amount reduced from a future CiL payment. Following a vote it was resolved unanimously to return the funds.
A report was due for the CiL funding of £618.75 received during 2019/20. The funding was spent on the play area and the Clerk would complete the required form.
- To agree the 2021 budget and complete the precept request form-
Discussions were held around all budget areas. The Clerk would produce a draft budget taking into account all recommendations, including, following a vote, a resolved decision to donate £250 to the Norton Disney History and Archaeological Society The budget to be agreed and the precept request form to be completed at the meeting in January.

9.To receive any updates on the proposed Rendering Plant.
None
10.To consider plans for the footpath to the railway station
A discussion was held around links to nearby footpaths and planting of trees near footpaths.
11.To consider the need for Trustees for the Bowls Club.
The paperwork is still with the solicitors but no response has yet been received. Cllr Carter will follow this up.
12.To consider the Cycling Infrastructure Survey from NKDC
Cllr Lloyd would respond.
13.To consider the installation of village ‘gates’
A response had not yet been received from LCC Highways. Cllr Thompson suggested contacting Thorpe-on-the-Hill Parish Council as they had recently installed village gates.
14.To discuss an increase in lorries through the village
Concerns had been raised by a resident and Cllr Lloyd had replied to them. Cllr Marris would speak to a local farmer and ask him to advise drivers of the correct routes to be used. Photos of HGVs should be sent to Cllr Thompson. The matter would be discussed further in January.
15.To update on plans for Christmas Eve - marshals needed
Church bells would be rung at 6pm and the horse and trap would tour the village. 1 or 2 additional marshals were needed.
16.Play Area - update on litter and glass
The Parish Council were really pleased to support that there was a huge improvement with very little rubbish found.
17.To consider ideas for replacement equipment on the play area and to make plans for consultation with residents.
Discussions were held around possible hard surface areas, adult outdoor gym equipment and replacement play equipment. Some ideas had been put forward from a play company and these would be circulated to Councillors. This matter would be discussed further in January with plans for consultation prior to seeking funding opportunities. Cllr Thompson suggested Active Lincolnshire for funding through Sport England.
18.Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Cllr Marris agreed to produce a questionnaire for the footpath/cycle path to the station for consideration at the January meeting.
Cllr Carter would be asking for nominations for the Community Award through the February Linkup.
Cllr Carter reported that there had been 2 major crashes on the Collingham Road in the last month. A discussion was held and it was felt that the road was a problem due to the poor surface, subsidence and the speed of traffic.
Cllr Gagg was now able to adjust the tension on the zip wire. Replacement of the zip wire seat should be considered in the near future.
