MINUTES OF THE

SWINDERBY PARISH COUNCIL MEETING

held on 11th July 2022

Held at Swinderby Village Hall

Present:  Cllr G Lloyd (Chair), Cllr. L Carter (Vice Chair), Cllrs. R Hodgson, S Longson, N Marris, G Beales and J Gagg.

Neighbourhood Plans
Cllr Evans had substantial experience in Neighbourhood Plans and attended the meeting at the request of the Parish Council.
Cllr Evans gave an overview of the process and the work that had been undertaken at Nettleham. The National Planning Policy Framework (NPPF) was first published on 27 March 2012 and updated on 24 July 2018, 19 February 2019 and 20 July 2021.  It is the ‘Bible’ for planners.  Neighbourhood Plans (NP) will not affect any previously planned developments and has been synchronised with the Central Lincolnshire Local Plan.
NPs can provide design codes to inform developers and the planning authority about the characteristics and types of housing preferred for any future development.  This can include trees, green spaces, density, and green corridors such as footpaths and becks.  Protection is therefore given to the characteristics of the area.
The use of consultants can help to frame policies in the correct way for adoption and use.  A NP becomes part of the planning guidance for planning officers once it is adopted.  Funding is available to help with the NP process.  Cllr Evans would send details of the funding to the Clerk.
It was important to get District Councillors on board with the NP.  NPs are sent to the Local Authority, suggestions for alterations may be given and a referendum is undertaken.  Once a NP is adopted it is considered along with the Central Lincolnshire Local Plan for decision making on all planning applications.  S106 funding and Community Infrastructure Levy given to parishes is 15% if there is no NP and 25% if an adopted NP is in place.  Neighbourhood Plans cannot prevent sizeable development but can define the looks and density of new developments.  Funding for character assessments is available through Locality.

Cllr Overton explained that the Local Plan has many conditions on Developers.  Substantial NKDC revenue is anticipated to come from development near Sleaford. 

Cllr Thompson had sent the following report:
Lincolnshire Show 2022

The Show returned for the first time in 3 years having been cancelled due to Covid. Lincolnshire County Council joined with North and North East Lincolnshire with the theme of “One Lincolnshire - Think bigger” and had stand displays, entertainment and “Meet your councillor” events in the marquee. The stand was awarded the “Best in show non-agricultural stand”.

6.To consider any updates to approved outline planning permission 17/0603/OUT and to sections of the S106 agreement that was signed 21.12.2017.
None.

7.To consider any necessary actions for the maintenance of the climbing frame.
Cllr Lloyd was dealing with the manufacturer.

8.To sign the updated NKDC Code of Conduct.
Councillors signed the Code of Conduct as agreed at the previous meeting.

9.To arrange for the installation of the lottery sign at the play area and the location sign near the defibrillator.
Cllr Hodgson took the defibrillator sign for installation and Cllr Lloyd would install the lottery sign at the play area.                                                ACTION: Cllrs Hodgson and Lloyd

10.To consider actions required prior to applying to the National Lottery Heritage Fund for an access gate and footpath at the Playing Field.
A discussion was held about the plans for the orchard, games area and nature reserve.  Funding was needed towards an accessible gate and path to the nature reserve.  Quotes were to be obtained for the works.  The Clerk would look at the application for a grant from the National Lottery Heritage Fund.  Previous consultations would be reviewed and others undertaken if required.  Cllr Carter would identify information from the school.  Findings would be collated ready for completing an application in October.                   ACTION: ALL 

11.Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Cllr Carter reported that she had yet to do the Reg Ketteringham Community Award.                                                                                                                       ACTION: Cllr Carter
Cllr Gagg suggested that NKDC Planning could be asked if any contact have been made by the developer.
Cllr Beales reported that there had been an increase in the number of motorcycles in the village, including ATV’s and trials bikes.  Some riders were not wearing helmets.
Cllr Marris noted that the grass had been cut too short and asked that the contractor did not cut the grass again until it had rained and to also leave more height in future.  ACTION: Clerk
Cllr Hodgson reported that the defibrillator pads had been replaced and would last a couple of years unless they are used.
It was noted that every effort should be made to identify any vulnerable residents that might struggle with the expected heatwave.
Cllr Lloyd reported that Anglian Water were working on Bulpit Lane.
A local consultation was being undertaken by the landowners for a proposed development on the High Street.  The Parish Council would look at the details once the planning application had been submitted.
Sage Garden had taken over the wellbeing group at Eagle and were using nature and physical activities to support people.  They may use the green areas in the village.  Cllr Lloyd was attending the next fellowship lunch.  Sage Garden had received funding from the Diocese for the area.
Treescape funding was now only for larger areas.  Smaller areas would therefore need to be covered by the Parish Council.  It was suggested that the funding could be used for hedging, rather than a fence, to separate the sports field from the nature reserve on the Playing Field.  Cllr Lloyd would follow this up.                                                  ACTION: Cllr Lloyd
