SWINDERBY PARISH COUNCIL

MINUTES OF THE

EXTRAORDINARY SWINDERBY PARISH COUNCIL MEETING

held on 24th August 2022

Held at Swinderby Village Hall

Present:  Cllr G Lloyd (Chair), Cllr. L Carter (Vice Chair), Cllrs., S Longson, N Marris, G Beales and J Gagg.

Clerk: S Aikman

Also in attendance:  8 members of the public

1. To receive any apologies for absence
Cllr R Hodgson had sent his apologies, reasons accepted.

2.To receive any declarations of interest
None.

3.To receive the minutes of the Parish Council Meeting 11th July 2022 previously circulated to members
Following a vote it was resolved unanimously that the minutes from 11th July 2022 were an accurate record of the meeting.

4. To resolve that all correspondence regarding the brownfield site is directed to and from the Clerk.
Following a vote it was resolved unanimously that all correspondence regarding the brownfield site is to be directed to and from the Clerk.

5. To consider any actions required, following a letter received from Bridge McFarland solicitors, concerning the expected planning application for the brownfield site.
A discussion was held about the contents of the letter received which outlined the developer’s principal commitment to the Parish Council as part of the proposed development of the Brownfield site.
It was felt that the commitments made by the developer were too vague and could therefore not be agreed to.  Following a vote it was resolved unanimously that points 1 – 4, which outlined the developer’s proposed commitments, were too vague and that a response could only be given once formal, precise and legal wording was submitted with any full planning application.
Following a vote it was resolved unanimously that point 5, which asked for transfer of a boundary strip (formally referred to as the ransom strip) to the developer on request was not acceptable.  The Parish Council would not fetter a future Parish Council and could not consider development of further land which did not belong to the Parish Council or the developer and which had not been considered as part of a normal planning application process.

6. To review and resolve how we engage the public in any further consultations as deemed appropriate.
It was agreed that further consultation would be needed once detailed plans had been submitted.  Ideas would be considered at the next meeting.

Public Forum
It had been hoped that a larger plan of the proposed development would have been received in time for the meeting, but it had not.  The public were therefore given the opportunity to ask questions and discuss any matter from the agenda, including the small plans that had been sent through with the solicitor’s letter.

It was asked if the ponds detailed were wildlife ponds, or attenuation ponds.  Concerns were raised that any attenuation ponds should be hidden as they were not an attractive addition to the development and should be on the developer’s land rather than on any green space given to the Parish Council.

It was noted that the expected alms-houses were not identified as such on the plan and it was assumed that they were the plots that appeared to be without parking spaces.

The validity of the letter was questioned due to the apparent use of ‘copy and paste’ and the spelling errors within the letter.
