SWINDERBY PARISH COUNCIL DRAFT MINUTES OF SWINDERBY PARISH COUNCIL PARISH COUNCIL MEETING held on 8th December 2025
Held at Swinderby Village Hall
Present: Cllr G Lloyd (Chair), Cllrs. S Longson, A Haig, and R Hodgson.

Also in attendance: Cllr P Overton (NKDC).
Public Forum
Apologies had been received from Cllr M Elliot (NKDC) and Cllr A Woodruff (LCC)
Cllr Woodruff had sent in the following report:
• I have had confirmation from the contractors that the flood mitigation works have been completed around Rose Cottage although I’ve not past it in the daytime to look properly.
• Lincs Road Safety Partnership are still looking at some signage options for Cow Lane.
• Had second email now from Network Rail about Swinderby Crossing and the need for parking restrictions. Highways have assessed twice this year and found no issue at all, likewise I’ve seen no problems. With the signal upgrade planned for 27/28, Highways have agreed to assess once complete if required.
• I do have a ward round planned for Jan now, just waiting on a suitable date we can all attend. Will update ASAP so any residents or Cllrs can attend if they wish.
Cllr Overton reported that:
- The Fosse Green local impact report was going to the Planning Committee. This would include the scale of the proposed solar project. Cllr Overton talked about perception and experience and the cumulative effect on the rural landscape. The latest Government approach seemed to be to rush through solar projects that were ready to run, including large battery and invertor storage

2. To receive any declarations of interest
In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.
None.
3. To receive and approve the minutes of the Parish Council meeting 10th November 2025, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities.
Following a vote it was resolved unanimously that the minutes from the Parish Council meeting on 10th November 2025 were an accurate record of the meeting.
Progress reported on matters discussed:
- The Neighbourhood Plan was still with NKDC.
- There had been a fire at Halfway House.

e. To consider the draft budget for 2026/27.
Subject to further review following receipt of the precept calculator from NKDC it was suggested that an increase of 7-8% would be needed to cover increased costs. It was noted that the Parish Council had kept increases to a minimum for a number of years. Large increases in Insurance, National Insurance and maintenance were the main factors in this decision. The budget for 2026/27 would be formally set at the January meeting. It was hoped that the number of new houses being built would keep costs down for residents in the future.
To update on the VAT reclaim.
The Chair and Clerk had agreed to delay the VAT claim to ensure all November invoices were included. This was due to a large spend and associated VAT on play equipment purchased with Big Lottery funding. The Clerk would submit the reclaim now that all expected November invoices had been received. ACTION: Clerk

6. To report on maintenance works undertaken and required.
Cllr Longson reported that maintenance works in November had included:
- Making 5 new parish planters.
- Repairing 5 existing planters.
- All planters set up around the parish and filled with soil and daffodil bulbs.
- Replacement of Perspex on noticeboards.
- Tree stakes with tree name plates installed at the Playing Field.
- Fruit trees tidied up.
- Latch repaired on Playing Field gate.
Further maintenance work would commence in January/February with the re-treating of benches being a priority once the weather was suitable.
7. To discuss possible ways of developing the Playing Field with community involvement.
This matter was deferred until a future meeting.
8. To agree a timeline and associated actions for possible projects linked to CIL monies.
Cllr Lloyd had produced an overview of CIL and Community Contribution funding due. The School and Church were to be asked for capital projects that could be funded through the Community Contribution. The Clerk was allocating all appropriate costs to the CIL budget to be approved by Councillors and reported to NKDC on an annual basis. ACTION: Clerk.
Cllr Hodgson suggested that a tarmac footpath to the station should be a priority if possible. Cllr Lloyd would talk to Cllr Marris about speaking with the land owner. ACTION: Cllrs Lloyd and Marris
Cllr Longson would look at designs for an additional bench, Remembrance figures and permanent signs for the Remembrance crosses. ACTION: Cllr Longson
Cllr Lloyd would send the size required for the new Playing Field sign to the Clerk for ordering. ACTION: Cllr Lloyd and Clerk
Cllr Longson would look into costs for installing uplighters and street lighting at the Church. ACTION: Cllr Longson
Tree planting including disease resistant elm trees was discussed.
A target wall for Jubilee Park was preferred to the previous paddle court idea.
Cllr Lloyd would talk to the landowner about the field near to Betts Corner. ACTION: Cllr Lloyd.
Cllr Lloyd would update the CIL list. ACTION: Cllr Lloyd.
9. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
A Kisimul School representative had agreed to attend a future meeting. It was suggested that the February meeting could commence at 6.30 to accommodate this. Cllr Lloyd would send the invitation. ACTION: Cllr Lloyd.
Matters to be discussed included traffic chaos around the school, Bulpit Lane pond, lights and parking,
