DRAFT MINUTES OF
SWINDERBY PARISH COUNCIL 
PARISH COUNCIL MEETING 
held on 9th June 2025
Held at Swinderby Village Hall
Present: Cllr G Lloyd (Chair), L Carter (Vice Chair), Cllrs. S Longson, N Marris and A Haig.
Clerk: S Aikman
Also in attendance: Cllr P Overton (NKDC), and 1 member of the public. 
 
Public Forum
Apologies had been received from Cllr M Elliot (NKDC) and Cllr A Woodruff (LCC).
Cllr Woodruff had emailed to advise that a road closure was planned for 9th to 11th July 2025 –
Eagle Road to be closed between Morton Road and Moor Lane for a new National Grid electrical connection.
 
A discussion was held about the agreement for rental and affordable housing on the new estate. Cllr Overton would talk to NKDC to try and ensure that locals wishing to buy affordable housing could do so.
Cllr Overton talked about a march from Coleby to Welbourn to demonstrate against the proposed solar farms.  The Navenby group had produced a document giving clear objection to the proposed battery storage on the Heath.  LCC had voted against the Springfield application for a solar farm.

2. To receive any declarations of interest
In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.
None.
 
3. To receive and approve the minutes of the Annual Parish Council meeting 12th May 2025, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 
Following a vote it was resolved unanimously that the minutes from the Annual Parish Council meeting on 12th May 2025 were an accurate record of the meeting.
 
Progress reported on matters discussed:
-  A resident asked about progress on parking near the school.  Cllr Lloyd was in communication with LCC on this matter.
- Councillors would be installing the new goal posts. ACTION: Councillors
 
- The final Neighbourhood Plan was due to be received by the Parish Council for approval.
 
- The new play equipment was being manufactured in July.
 
- Jubilee Park sign to be added to the next agenda. ACTION: Clerk
 
There had been no response from the Lost Village to a request for a donation for the Village Hall WiFi.  Cllr Lloyd would ask for an answer. ACTION: Cllr Lloyd

6. To consider items from the internal audit
Gov.uk email addresses would be reconsidered at a future meeting.
Estimated income would be added to future budgets.
An interest earning account was to be opened for reserves. ACTION Clerk
 
7. To receive feedback from the visit to Whisby Quarry. 
Cllrs Lloyd and Haig had visited Whisby Quarry and been given a tour of the facility.  They felt that the tour had been very interesting, including an explanation of the geology and their 5-year plans for gaining permissions. 
 
8. To receive feedback from the Swinderby Summer Sunday and discuss next events. 
Approximately 200 people had attended the event, which had 22 stalls, a band and a visit from Tarmac representatives.  The feedback from the public was good.  Both schools were involved in the event.  There were some issues with food and drinks which would be resolved for future events.
 
9. To consider renewing the sign on Jubilee Park.
Discussed during item 3.
 
10. To consider a maintenance scheme for the zip wire.
Cllr Lloyd would purchase some linseed oil for the frame. ACTION: Cllr Lloyd

11. To receive an update on the Neighbourhood Plan.
Discussed during item 3.
 
12. To consider renewing the Local Council Award.
Following a discussion a vote was taken and it was resolved not to renew the Local Council Award.  
 
13. To provide any updates on the new play equipment ordered following a successful lottery bid.
Awaiting delivery of the equipment.
 
14. To consider options and costs for the provision of WiFi at the Village Hall.
An updated quote had been received.  Cllr Haig would contact Tarmac and Lost Village regarding funding. ACTION: Cllr Haig.
It was felt that Wi-Fi was essential for the future of the Village Hall.
 
15. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Cllr Carter reported that the school had an increase in number of children attending next academic year, with 8 new places.
Cllr Longson reported that a resident had asked about the possibility of a pathway around Jubilee Park, this would be added to the next agenda. ACTION: Clerk
The Parish Council had found a cost-effective solution for the LinkUp printing, however, the editor had decided not to proceed with this.
The school children had noticed some graffiti when walking around the village.  NKDC had advised regarding removal treatments.  Cllr Lloyd would pursue this.  ACTION: Cllr Lloyd
