DRAFT MINUTES OF
SWINDERBY PARISH COUNCIL 
PARISH COUNCIL MEETING 
held on 13th October 2025
Held at Swinderby Village Hall
 
Present: Cllr G Lloyd (Chair), Cllr L Carter (Vice Chair), Cllrs. S Longson, A Haig, N Marris, R Hodgson and J Gagg.
Clerk: S Aikman
Also in attendance: Cllr P Overton (NKDC), Cllr A Woodruff (LCC) and 3 members of the public. 
 
Public Forum
Apologies had been received from Cllr M Elliot (NKDC) 
 
Cllr Carter presented the Reg Ketteringham Award to Andrew Page and Richard Everest for their support in the community and their hard work on the green for the Bowls Club.  The Parish Council thanked them for their contributions.
 
A discussion was held regarding the removal of the conifer hedge in the Village Hall carpark.  A date for works was still needed.
Councillor Woodruff gave the following report:
Highways Carriageway repairs appear to be proactively moving along, I have a ward round later this month. The local highways officer is away next week so it may be the very end of Oct but I will send dates/times across should any PC’s or residents wish to attend. Cow Lane – I have asked for some signage but I have had push back from officers regarding the legality of them, so I have asked them to come up with a solution. Apparently the “2 way” signs are only for coming oA one way streets. Geoff Lloyd emailed about the parking around the schools, compounded by the new estate. This is a county wide issue, made worse by bluntly ignorant drivers. There are now well over 100 schools with 56 having restrictions outside yet only 2 officers patrolling. I am Chair of Community Safety Scrutiny, so I have been working with the Highways Exec Cllr, the Stay Safe Partnership and Lincs Road Safety Partnership with a view to look at implementing improved transport options for schools that need it. There are ANPR camera options but this would have a hugely significant cost attached to it and we do need to balance working parents who need to drop and pick up children safely but quickly. Mini Police and seemed the best option and I will happily contact the schools to discuss any support they may need.
Flooding - had email from resident of Moor Lane regarding persistent flooding and lack of action. I am hoping to pick up all gully and historic flooding issues on the ward round and work with exec Cllr for environment to develop a structured sensible action plan moving forward. Many of these issues are flagged a “priority 1” but get trumped by anything where water has entered a property, “nearly” entering doesn’t appear to flag any proactive works which we are aiming to change. LGR Moving forward but no scheme or proposal is confirmed, the shape and implementation is still down to the Secretary of State. The Great Exhibition is this month. 22nd October, Lincolnshire Showground. Free admission. This is to showcase leading Lincolnshire Industries, especially defence and agri, locally, we will have Doddington Hall attending. I shall be attending the Remembrance Day Service at the Cathedral on the 9th Nov.
 
Cllr Overton gave the following report:
- Local Government Reorganisation was not likely to happen in less than 3 years.
- The Springwell solar project had gone to the Planning Inspectorate.
- Residents can register on the Fosse Green website and submit comments.  The deadline is 27th October.  Registering will also provide a gateway to the hearing in Lincoln.
- Leaflets can be run off for a meeting in Swinderby.  The meeting would be introduced by Cllr Overton and would have guest speakers and a 15-minute presentation.  The meeting would be at 7pm on 27th October.

In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.
None.
3. To receive and approve the minutes of the Parish Council meeting 8th September 2025, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities. 
Following a vote it was resolved unanimously, by those present at the September meeting, that the minutes from the Parish Council meeting on 8th September 2025 were an accurate record of the meeting.
 
Progress reported on matters discussed:
- Remembrance day plans were confirmed.
- Work on the zip wire frame had been completed.  A further coat of wood treatment may be needed in the spring.
- No updates on the installation of the ninja trail
- Net Biodiversity Gain, a discussion was held for Councillors to consider any impact from considering tying up the Playing Field for 30 years.
- Cllr Longson had purchased and installed the additional speed signs.
- The Speed Indicator Device on Station Road was only working intermittently.

Expenditure including Clerk’s salary, PAYE and pension approved unanimously.
c. Bank reconciliation for the year to date was approved unanimously.
d. To review spend against budget.
Reviewed.
e. To acknowledge receipt of CiL funding and to confirm spending and reporting requirements.  To be aware of other budget headings within the s106 these being community contribution and provision of open space  (PoS).
CiL funding of £22,716.12 had been confirmed and was due in the next few days.  CiL reporting had been completed and returned for 2024/25.
 
f. To report on litter picking and grass cutting contributions.
Invoices had been sent for £245.52 towards litter picking and £754.55 towards grass cutting.
 
g. To acknowledge new account opened and update signatories once new email addresses have been arranged.
A new interest paying account had been opened and £20k transferred in to this account from the current account.  Signatories would need updating with the bank once new emails had been set up.
5. Planning and Tree works

Concerns were raised of the planned works not being in keeping with the existing building.  The Parish Council agreed with comments made by the Conservation Officer.

6. To resolve to agree the final Neighbourhood Plan and the associated documents. 
Following a vote it was unanimously resolved to agree the Final Neighbourhood Plan and associated documents.
Cllr Lloyd would contact Luke to ensure completion. ACTION: Cllr Lloyd
7. To confirm plans for Remembrance Day and Service.
Confirmed under item 3.
8. To consider changing to gov.uk emails for the Council, including considering the process and costs.
Following a vote it was unanimously resolved to change to a gov.uk email address through Cloud Next.  This would ensure that the Parish Council complied with current guidelines and met the needs of the external auditors.  The costs were £49.99 + Vat for the mailboxes and £50 + Vat for the domain name, which would be swinderbyparishcouncil.gov.uk.  The package and domain name were free for the first year.
9. To consider appointing an operative for a trail period of 6 months for one day a fortnight for tasks in the village.
Cllr Carter, Cllr Longson and the Clerk had met to discuss works required and options available.  Cllrs Carter and Longson proposed that a more flexible arrangement was needed due to the need for different skills for different tasks and the fluctuating levels of work.  Following a discussion it was resolved to gain quotes for larger areas of work and to trial a handyman at a cost of £160 per full day with tasks to be agreed at each meeting.  Cllr Longson would meet the handyman.  The Clerk would contact contractors for quotes for larger areas of work. ACTION: Clerk and Cllr Longson
10. To consider Wi-Fi costs and meeting room rent with the Village Hall.
The Parish Council were covering the costs of Wi-Fi in the Village Hall.  In return, the Village Hall had agreed not to charge the Parish Council for their monthly Parish Council meetings.
11. To receive any feedback from Church Farm development and possible timelines. (Affordable houses, redesigning the flow into the existing village).
There were 26 affordable houses available to residents from Swinderby and local parishes.
The Village Green would be installed when 50% of the open market houses were lived in.
Work on the Playing Field would take place once 20% of the housing was lived in.
The planning officer from Kisimul School would be invited to a PC meeting to consider a land-swop with the developer that it was thought would help the school and the parish.
42 properties had been sold so far.
Concerns were raised over the flow of surface water from the site.  Cllr Lloyd would contact the developer. ACTION: Cllr Lloyd
12. To report on new speed limit signs in the village.
Confirmed under item 3.
13. To receive any updates on the hedge removal and fence installation at the Village Hall carpark.
Discussed during the Public Forum.
14. To discuss the development of Swinderby Playing Field.
It was agreed that a full-sized football pitch was not possible.  A discussion was held about changing the name to Swinderby Park.  A Paddle court was suggested.  It was agreed that a list of options could be put out to residents for their views.  This would be a future agenda item. ACTION: Clerk
15. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
It was reported that the editor/organiser of the LinkUp was resigning.  Cllr Lloyd would contact them. ACTION: Cllr Lloyd
