PARISH COUNCIL MEETING
held on 14th July 2025
Held at Swinderby Village Hall
Present: Cllr G Lloyd (Chair), Cllrs. S Longson, A Haig, R Hodgson and J Gagg.
Clerk: S Aikman
Also in attendance: Cllr M Elliot (NKDC), and 1 member of the public.
Public Forum
Apologies had been received from Cllr P Overton (NKDC) and Cllr A Woodruff (LCC).
Cllr Elliott reported that the deadline for the first submission for Fosse Green Energy was 18th July.
Cllr Woodruff had emailed to advise:
My main focus is, and always will be, to provide support to all residents within my division.
I am the Chairman of the Community Safety Scrutiny Committee. Our first meeting went well but was more of an introductory session. Moving forward our second meeting is next week on the 22nd July. This committee assists the Council and Executives to shape Lincolnshire Fire and Rescue, registrations (births, deaths, marriages), Trading Standards, emergency response and planning, domestic abuse, reducing crime, anti-social behaviour, community engagement and volunteer support. I’m sure more service areas will be added within the coming months.
I am also a member of the:
• Overview and Scrutiny Management Board
• Planning and Regulation Committee
• Growth Scrutiny Committee
• Definitive Map and Public Right Of Way Sub Committee
I stood as Vice Chair on the Planning and Regulation Committee meeting today.
I am pleased to report that I spoke against the One Earth Solar Farm, seconded the motion, and voted to object to the proposed farm which would span approximately half the distance of the A57 from Drisney Nook to Markham Moor roundabout and come down as far as South Clifton.
I have had no issues reported to me directly from in or around the Swinderby area.
Locally there are a few upcoming traffic restrictions:
• A46 to Swinderby Road – 11th until 26th August 2025. Restrictions with signage and diversions as and when required for the upcoming Lost Village festival.
• Eagle Road (100-150m north of Moor Lane) – 11th until 13th August 2025. Restrictions as and when required for Anglian Water main repairs.
• South Scarle level crossing – 20th until 21st August 2025 from 10pm till 6am. Restrictions as and when required for the annual level crossing testing. This will be followed by the 25th until 26th August 2025 from 11pm till 5.30am for level crossing maintenance.
• Thorpe on the hill level crossing – 26th until 27th August 2025 from 11pm until 5.30am. Restrictions as and when required for level crossing inspection.

In accordance with the Localism Act 2011 and consider any requests for dispensation in relation to Disclosable Pecuniary Interests or any other interests as outlined in the Council’s Code of Conduct.

3. To receive and approve the minutes of the Parish Council meeting 9th June 2025, previously circulated to members and published in draft to the website as required under the Transparency Code for Smaller Authorities.
Following a vote it was resolved unanimously that the minutes from the Parish Council meeting on 9th June 2025 were an accurate record of the meeting.
Progress reported on matters discussed:
- there had been no response yet from LCC regarding parking issues, Cllr Lloyd would follow this up. ACTION: Cllr Lloyd
- the goal posts still needed fitting.
- the Neighbourhood Plan was still being formatted.
- Cllrs Lloyd and Haig had followed up a funding application to Lost Village.
- A plan was needed for Jubilee Park maintenance
- Graffiti removal had not worked

6. To consider constructing a pathway around Jubilee Park.
Cllr Longson would speak to local contractors and ask for estimates. ACTION: Cllr Longson
7. To consider renewing the sign on Jubilee Park.
Cllr Lloyd would work on the correct wording and send out. ACTION: Cllr Lloyd
8. To receive the annual play inspection report and plan accordingly.
The report was discussed and it was agreed that Cllrs Lloyd, Longson and Haig would inspect the equipment and recommend items for renovation and replacement for the September meeting. ACTION: Cllrs Lloyd, Longson and Haig.
9. To report on progress for arranging hedge removal and fence installation at the Village Hall carpark.
Work was planned for October with Cllr Marris removing the trees and the contractor installing the fence. Cllr Lloyd would contact the fencing contractor. ACTION: Cllrs Marris and Lloyd
10. To consider an opinion request in support of a planning application for a southern extension to Whisby Quarry.
It was agreed that an email would be sent in support of the application. ACTION: Clerk
11. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Cllr Longson gave details of a site visit to the new development. He reported that 28 properties had been sold so far with all of the local residents’ allocation being taken up. All properties will have air source heating. It was noted that the development had been given a good attention to detail.
There would be a lovely walk around the development. There had been no formal advertising of the properties but they had been promoted in the LinkUp. Residents should be encouraged to visit the site and ask about properties if interested. It was expected that people would be moving to the development from January.
A discussion was held about whether a Paddle Court would be a possible use of CiL funding.
The path to the station would be added to the September agenda. ACTION: Clerk
